There's a great server admin tool that I've used for a long time, and that is HLSW. HLSW allows you to remotely login to rcon and basically monitor the game without actually being in it. You can talk to people in the server with the name "console" and kick or ban offenders. Need to change the map? No problem, as i said you have as much power as full rcon will give you.
